It is unlawful for any person, firm, co-partnership, or corporation to knowingly possess, offer for sale, expose for sale, sell at retail, or use or explode any display fireworks, flame effects, or consumer fireworks in the city without first having been granted a permit by the city for pyrotechnic and consumer displays in accordance with this chapter, state law and any applicable state and local regulations.

Elgin police officers may now ticket violators, they said. Every incident is considered a separate offense and associated fines for each range from $100 to $750.

Officials also emphasized the danger of fireworks, citing 2014 statistics detailing an estimated 10,500 resulting emergency room visits. Of those, 1,400 were from sparklers; which while legal, are still dangerous.

"The city of Elgin wishes everyone a safe and happy July 4th holiday!" the community alert says.
