Frankfort Board Approves Phase 2 Of Crystal Brook Of Frankfort Subdivision

Phase 2 of the subdivision consists of 116 lots.

FRANKFORT, IL — At its Monday meeting, the Frankfort Village Board approved the final plat of subdivision for phase 2 of the Crystal Brook of Frankfort subdivision. The second phase will consist of 116 lots.

The preliminary plat for the subdivision, at the northwest corner of Steger Road and Harlem Avenue, was first approved in September 2005.

Several years passed with no development due to the recession, according to Board documents.

Trustee Jessica Petrow said a first amended final plat for phase 1, consisting of 57 lots, was approved in July 2009 and recorded in April 2010. Site improvements for phase 1 were completed at this point.

"However, no lots were sold, and no homes were constructed," Trustee Jessica Petrow said.

The property was foreclosed, and acquired in 2013 by REO Funding Solutions IV, along with asset manager, Turnstone Group. Turnstone Group is the current developer.

A special use permit for a planned unit development for the subdivision was approved in 2018, and the first home permit was issued in December 2018. All 57 lots in phase 1 have been sold, with a total of 54 constructed or under construction, according to Board documents.

In 2021, a final plat of the subdivision was reviewed for phase 2 of the subdivision. The plan commission approved it, with 11 conditions. All but two of those conditions have been met and "the remaining items are primarily outstanding due to ongoing ComEd work on the regional electrical transmission lines running through the development," Board documents state.

The two conditions include dedication of the arboretum and three out lots to the Village; and dedication and improvement of a park site.
