Man Charged With Exposing Self To Kids Also Recorded Girls, Women: PD

DOWNERS GROVE, IL — A Downers Grove man who is accused of exposing himself to two children in Glen Ellyn in September had also been accused of filming girls and women in Hinsdale and Downers. Matthew Morgan, 36, who was granted pretrial release in October following the unauthorized recording charges, was taken into custody Thursday in connection with the September indecent exposure incident.

Police say they found over 250 videos on Morgan's phone when he was first arrested in October. Below is a timeline of the accusations against Morgan:

  • Sept. 6: Morgan is accused of showing his genitals to two children as they walked home from school near Sunset Park in Glen Ellyn.
  • Sept. 8: Police say Morgan used his phone to inappropriately film up the dress of a 13-year-old girl in the lobby of the Starbucks in Hinsdale.
  • Sept. 23: Morgan is accused of filming a woman while she was in a fitting room of the Goodwill in Downers Grove.

In early October, Judge Joshua Dieden granted Morgan pretrial release under the following conditions:

  • He must surrender any weapons
  • He must be confined to his home and monitored electronically
  • He must have monitoring devices installed in the electronics he uses
  • He must not have contact with people younger than 18 years old, except his children

The indecent exposure charges against Morgan came after an arrest warrant was issued, police say.
