Highland Park Creates Task Force to Study Boating Options
There was an outcry from boaters after the city announced it was limiting access south of the Water Treatment Plant.

The City of Highland Park and the park district are forming a task force to study boating options in light of the recommendation that the city limit access south of the Water Treatment Plant for security reasons.
That announcement sparked outrage from boaters and the North Shore Yacht Club, which presented more than 1,000 signatures on a petition protesting the move at this week’s city council meeting.

At the September 22, 2014 City Council meeting, City staff discussed the security assessment and related recommended improvements for the Water Treatment Plant. The City reiterated that collaborative efforts are underway with the Park District of Highland Park to strike a balance between recreation and the safety of the drinking water supply.
As part of the ongoing Water Treatment Plant Upgrade project, City staff undertook a review of all aspects of water production in 2014. After conversations with the U.S. Department of Homeland Security (DHS), and review of water utility security with agencies such as the American Society of Civil Engineers, Water Environment Federal and the American Water Works Association, the recommendation was made to enhance security and prohibit unlimited public access to the Water Treatment Plant. According to City staff, the goal of securing the Water Treatment Plant and other similar facilities is to reduce risk, allow for a timely response by emergency responders, and plan for rapid recovery should an event occur. The City would continue to maintain the boat launch for emergency response operations.

In light of public feedback, the City met with Park District officials and offered the Park District of Highland Park lease considerations for the use of the south beach area. The Park District reported to the City that, as relayed at the September 22, 2014 City Council meeting, a task force will be created to evaluate future boating operations. City and Park District officials, staff and members of the public will participate on the task force.
Lease considerations will be scheduled at a future City Council meeting for public input and formal consideration following discussions with the Park District, the task force, and after all considerations have been explored by all parties.
