Screams and Curses Alarmed City Hall Workers: Cops
A city worker thought a man was shouting into his cell phone, police said, but he was just shouting.

JOLIET, IL — A man wandering around City Hall shouting into what appeared to be a cell phone headset was actually just shouting, and then cursing, police said.
The cops were called to City Hall about the shouting man shortly before 8 a.m. Thursday. When they got there, they reportedly found two police sergeants and an officer were already talking to 43-year-old Shauntel Dudley, who they knew from running into him on prior occasions in the downtown area.
Dudley, according to police, had been walking around in City Hall while speaking loudly, then screaming and cursing. This reportedly both alarmed and disturbed city workers.

Dudley has done this before, police said, and was previously banned from City Hall. He reportedly claimed he was there to pay his water bill but did not have a water bill with him.
Dudley was taken to the Will County jail.
