Walgreens Thief Goes After Jewel-Osco, Dollar General: Joliet Police

JOLIET — Three days after emerging from the Will County Jail after regaining his freedom under the SAFE-T-Act, Joliet 36-year-old Willis Davis was taken into custody by Joliet police on more high volume retail theft charges. Last week's arrest involved five separate liquor theft charges from the Joliet Walgreens at 1163 West Jefferson St. in April and May.

According to his newest arrest reports, this time Willis Davis had an accomplice, 32-year-old Taylor Foulks. She faces one retail theft charge, and Davis has two more counts.

Joliet police spokesman Dwayne English said Sunday's sequence of events involving Davis and Foulks happened this way:

On May 26, at 9:02 a.m., officers responded to the Jewel Osco at 1537 North Larkin Avenue for a retail theft. A man had selected four bags of dog food with a value of over $130 and exited the store without paying. During the investigation, officers identified Davis as the suspect. It is believed that Davis fled the area in a vehicle.

Later in the day at 12:16 p.m., officers responded to the Dollar General at 692 Theodore Street for a retail theft there. At the Dollar General, a man male and a woman had selected numerous clothing items with a value of approximately $210 and exited the store without paying.

Officers quickly located the couple across the street with the merchandise and identified them as Davis and Foulks. Both were placed into custody without incident. Davis was also charged with the earlier theft from Jewel Osco.

Unlike last week, Davis was not taken to the Will County Jail, this time. He was given a notice to appear in at the Will County Courthouse as part of the SAFE-T-Act provisions.
