LAKE FOREST, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.

ARRESTS/CITATIONS

Edward P. Connell, 44, of the 400 block of East North Avenue, Lake Bluff, was arrested Oct. 3 and initially charged with reckless discharge of a firearm, possessing a firearm with a revoked FOID card and two counts of aggravated unlawful use of a weapon after a report of gunfire at Sunrise Beach. After a landscaper found a backpack with a gun in it left in the 700 block of Mountain Avenue, officers found paperwork and other identifying information leading them to Connell, who explained that he had fired a gun out over the lake because he "just wanted to blow off some steam," police reported. Officers reported he told them he took off running because he knew was he did was wrong. Connell said he tripped on a rock and fell, hurting his face, and he believed someone was chasing him, and that was why he left the backpack, according to police. Connell pleaded not guilty Nov. 4 to a three-count indictment which no longer includes the count of reckless discharge.

Margaret DeYoung, 33, of the 800 block of Mellody Road, Lake Forest, was arrested around 1 a.m. on Nov. 16 following a traffic stop for driving 63 mph in a 45 mph zone on Route 60 at Ridge Road. Police reported the driver, DeYoung, smelled of alcohol and appeared intoxicated. She later provided a breath sample indicating her breath alcohol concentration was twice the legal limit and was charged with driving under the influence of alcohol and driving under the influence of alcohol with a BAC of 0.08 or greater. She was also cited for operating an uninsured motor vehicle and speeding.

Yogendra S. Tiwari, 26, of the 1400 block of Littlefield Court, Lake Forest, was charged with leaving the scene of a property damage accident in connection with a one-car crash that took place around 12:30 a.m. on Nov. 28. Police were contacted around 3:15 a.m. and told a black sedan had flipped over around Kurtis Lane and Jennifer Court. A called said the driver, Tiwari, claimed that he swerved to avoid some squirrels in the road and swerved into a curb, flipping over a black Alpha Romeo. Officers were told there was no need for medical assistance, but police did local apparent blood inside the car. Police said one parkway tree was damaged, another was torn out of the ground and a mailbox was left smashed in a parkway in the 1400 block of Kurtis Lane.

A 30-year-old Waukegan woman was charged with driving without a license and cited for operating an uninsured motor vehicle and driving with a suspended registration following a traffic stop near the intersection of Route 41 and Old Elm Road around 4:45 p.m. on Dec. 5.

A 75-year-old Zion man was arrested and charged with driving with a revoked license following a traffic stop on Route 41 at Route 60. Police reported the man had a summary suspension due to a DUI arrest and three prior convictions for driving with a revoked license but the Lake County State's Attorney's Office declined to upgrade the charge to a felony. He was also issued a citation for an illegal U-turn.

An 18-year-old Lake Forest man was arrested around 9 p.m. on Dec. 7 and charged with driving without a valid license and possession of cannabis in a motor vehicle following a traffic stop at Western Avenue and Onwentsia Road. He was also issued citations for speeding and operating an uninsured motor vehicle.
