LF Sex Offender Charged Over 'Intimate' Chat With 15-Year-Old: Blotter

LAKE FOREST, IL — The following information comes from Lake Forest and Lake Bluff police and Lake County court records as a record of those arrested by police. Readers are reminded that an arrest is not an indication of guilt, and criminal charges, which represent merely accusations by the state, are often dropped or reduced. Updated information may be available from the Lake County Circuit Clerk of Courts. All persons named are innocent unless proven guilty beyond a reasonable doubt in a court of law.
ARRESTS/CITATIONS
David R. Biondo, 27, of the 36800 block of North Deer Trail Drive, Lake Villa, was arrested around 12:30 a.m. on Aug. 18 and charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater after officers were called to a one-car crash near the intersection of Westleigh and Ridge roads. He was also issued citations for improper lane usage and illegal transportation of an open container of alcohol. Officers found a Toyota crashed into the woods with all its airbags deployed, but its driver, identified as Biondo, had no memory of the accident and told officers he had left an Applebee's restaurant in Gurnee and believed he was near his home in Lake Villa. Police reported he could not recall what he drank or how much and later produced a sample indicating his breath alcohol concentration was 0.245, more than three times the legal limit for alcohol intoxication. He pleaded not guilty on Sept. 2 and has a tentative trial date set for January.
Angelique N. Perez, 27, of the 20900 block of West Ardmore Circle, Plainfield, woman was arrested around 1:15 a.m. on Aug. 18 and charged with driving under the influence of alcohol after officers found her and another person urinating on the front lawn of a home in the 600 block of West Everett Road next to a car parked on the lawn. Police reported two people told police they had come to Lake Forest to watch the Northern Lights and smelled of alcohol. The driver, identified as Perez, had her license suspended after refusing to provide a breath sample, records show. She pleaded not guilty on Sept. 2.

Ontario L. Glenn, 27, of the 5700 block of South Michigan Avenue, Chicago, was arrested around 1:30 a.m. on Aug. 23 and charged with driving under the influence of alcohol, driving under the influence of alcohol with a breath alcohol concentration of 0.08 or greater, driving on a suspended license and speeding more than 35 mph over the limit following a traffic stop at North Western Avenue and East Illinois Road. Police reported he had an active arrest warrant for failure to appear in court in Cook County in connection with charges of aggravated battery to a police officer and aggravated possession of child pornography. Glenn, who was also issued a citation for illegal transportation of an open container of alcohol, admitted drinking prior to driving and later provided a sample indicating his breath alcohol concentration was slightly above the legal limit for intoxication.
Edward P. Connell, 75, of the 400 block of East North Avenue, Lake Bluff, was arrested around 2 a.m. on Aug. 24 and charged with driving under the influence of alcohol after striking a Highland Park Police Department squad car on Route 41 with the passenger side mirror of his Ford Explorer and continuing to drive. After Lake Forest police pulled him over at Washington Avenue and Route 41, he admitted having two glasses before driving and as taken into custody. He was also cited for failure to reduce speed to avoid a crash and damaging an emergency vehicle while passing in violation of Scott's Law. Prosecutors filed paperwork to suspend his license following his refusal to provide a breath test, records show.

Christopher C. Greve, 79, of the 1400 block of Willow Street, Lake Forest, was arrested around 4:30 p.m. on Aug. 25 and charged with disorderly conduct after a local parent called police to report that Greve had engaged their 15-year-old daughter in conversation on the sidewalk in front of his home, asking her about being on the swim team and making statements and asking questions of an "intimate nature." Greve is a registered sex offender who was released on parole following a conviction in Lake County for possession of child pornography and one in Wisconsin for various sex offenses against children. Police reported one of the conditions of his parole is that he is not permitted to have contact with any minors. Officers notified state correctional officials of the incident after he was processed and released on the latest charge.
Craig Manchik, 55, of the 13500 block of Lucky Lane, Lake Forest, was arrested around 1 a.m. on Aug. 27 and charged with driving under the influence of alcohol and carrying a concealed weapon while under the influence of alcohol after officers were called to a one-car crash near Westleigh and Ridge roads, where a black Dodge Challenger with a loaded handgun in its center console was found crashed into a ditch. Police reported its driver, identified as Manchik, smelled of alcohol and admitted to drinking before driving and failed sobriety testing. He is due to be arraigned Oct. 7.
A 25-year-old Zion woman was arrested around 5:45 p.m. on Aug. 30 and charged with speeding, driving with a revoked license and possession of cannabis in a vehicle by a driver after officers pulled her over while she was driving 90 mph on Route 41 approaching Route 60.
Edgar Salgado, 35, of the 400 block of Dublin Drive, Mundelein, was arrested around 2:30 a.m. on Sept. 3 and charged with driving under the influence of alcohol after officers were called to a one-car crash near Route 41 and Route 60. They found a Toyota Camry crashed into the trees about 20 feet east of the road. Salgado smelled of alcohol, admitted drinking before driving and, at an area hospital, provided a sample indicating his breath alcohol concentration was 0.268, more than three times the legal limit for intoxication. Officers found a half-empty bottle of peach liquor in the driver's area, and Salgado was also issued citations for operating an uninsured motor vehicle, improper lane usage and illegal transportation of an open container of alcohol. He is due to be arraigned Oct. 10.
A 20-year-old Chicago man was arrested around 12:15 a.m. on Sept. 5 and charged without a valid license or insurance. He was also cited for driving with suspended registration following a traffic stop on Route 41 at Westleigh Road.
