Cook County is launching the Cook County Homeowner Relief Fund, a $15 million program that will assist households that experienced a 50% property tax increase in 2021-2023. Under the direction of the Cook County Bureau of Economic Development, the Cook County Homeowner Relief Fund will provide one-time payments of $1,000 to eligible households. Eligibility also requires a household income below 100% of the 2024 Area Median Income (see attached link) and the home being a primary residence.

On September 29, 2025, the Cook County Homeowner Relief Fund website will be open for Phase 1 applications, and the website will close on October 10. The program features a two-phase application process, with Phase 1 focusing on initial screening and Phase 2 on document submission. Successful submissions will move to a final lottery that will determine who receives payment.

Applicants will need to enter their Property Index Number, or PIN, on the application. You can access your PIN at Cook County Property Tax Portal. Applicants also need a valid email address to submit the application. Once the application is submitted, all responses will be conducted via email.
