Man Accused In Fatal Hit-And-Run Faces New Charges

A man charged in connection with the fatal hit-and-run of a Waukegan man in September is facing new charges after he became aggressive with Lake County Jail officers and was pepper sprayed.

Chance D. Presley, 34, of the 1300 block of Broadway Avenue in North Chicago, was charged on September 22 with leaving the scene of an accident involving death.
The Waukegan Police Department said that Presley struck 60-year-old Vere Joel Day, who was riding his bicycle, with a 2006 Cadillac SUV near 8th Street and Jackson Street before fleeing the scene on September 19.

Day, who was a Waukegan resident, was found laying in the street and pronounced dead, Lake County Coroner Dr. Howard Cooper said.
Police identified Presley as the suspect and said that the man was also wanted on failure to appear warrants relating to domestic battery, drug and other charges. He was ordered held in the Lake County Jail on a $750,000 bond.

On January 7, Presley was being moved from his housing pod to the administrative segregation unit due to his disruptive behavior and rule violations, Lake County Sheriff Spokesman Sgt. Christopher Covelli said.
“While corrections officers attempted to move Presley, he was non-compliant and unwilling to be escorted to the new housing unit. He removed the bedsheet from his bed and turned toward a corrections officer,” Covelli said.
Presley was pepper sprayed by the corrections officer and then exited his cell where he took a “fighting stance” with the officer, Covelli said. The corrections officers removed his taser and warned Presley that he was going to be tased.
Presley complied and was transported without further incident to the segregation unit. He was charged with aggravated assault of a corrections officer.
Presley is scheduled to appear in court again on February 20.
