Sexual Predator, 61, Had 'Dozens' Of Videos Of Kids, Used Key Fob Hidden Camera: New Lenox PD
The Joliet man was arrested July 18 after police said he took photos and videos of kids using a hidden camera on a key fob.

NEW LENOX, IL — A Joliet man and registered sex offender has been charged with child photography by a sex offender and unauthorized video recording, following two encounters at the New Lenox Walmart, police said Monday.
On Wednesday, July 2, at 4:45 p.m., New Lenox Police Officers responded to Walmart in reference to an Unauthorized Video Recording complaint. A Walmart staff member reported they had seen a man apparently take a picture underneath the bottom portion of the clothing of a woman who was shopping there. The employee confronted the man, and he fled from the store, police said.
On Friday, July 18, just before noon, police were called to Walmart for a report of a man taking pictures of children with a key fob device. Officers responded and located the man, identified as registered sexual predator Paul T. Raibley, 61, of Joliet. According to the Illinois State Police Sex Offender registry, Raibley has a 2007 child porn conviction and must register for life.

Police learned the same Walmart employee who reported the July 2 incident saw Raibley in the store on July 18. Walmart Asset Protection followed Raibley through the store, and "observed him take photos of juveniles with what appeared to be a key fob device." Store video confirmed Raibley was involved in both incidents, police said.
Officers found a small camera disguised as a key fob in Raibley’s possession, according to police.

Investigators obtained search warrants for Raibley’s phone and the key fob camera. Police found videos of adult and juvenile subjects in Walmart from July 18 on the key fob camera. They also found a video of the adult customer from the July 2 incident on his phone, police said. Additional videos on the phone provided evidence indicating that Raibley possessed additional videos at his residence in Joliet.
Investigators obtained a search warrant for Raibley’s home, where they located digital storage devices containing "dozens" of videos of juveniles in public settings, police said.
Raibley was charged with three counts of child photography by a sex offender, and one count of unauthorized video recording. All are felony charges.
Raibley was taken to the Will County Adult Detention Facility pending a pre-trial detention hearing.
