Drunken Driver Rear-Ends Patrol Car: Northbrook Police Blotter

Police said the Northbrook man was found stopped and slumped over his steering wheel prior to the collision.

NORTHBROOK, IL — The following information comes from the Northbrook Police Department and court records as a record of incidents reported to police and those arrested on criminal charges, which represent accusations by the state that are often dropped or reduced. Updated information may be available from the Cook County Clerk of the Circuit Court. Everyone arrested is presumed to be innocent unless found guilty in court beyond a reasonable doubt.

ARRESTS

DRIVING UNDER THE INFLUENCE

  • Japeth C. Tan, of Northbrook, is accused of driving under the influence, DUI with a blood alcohol concentration level of .08 or more, and was arrested at 3:37 a.m. Nov. 14, near the intersection of Dundee and Meadow roads. Police said they found Tan stopped and slumped over his steering wheel in a 2023 silver Subaru Legacy. The officer had to knock on the roof of the vehicle and window several times to wake Tan. When Tan finally woke up, police said he tried to drive forward, and his vehicle struck the rear of a squad car parked in front of him. Police also noticed Tan had a bottle of alcohol on the passenger side. A court date of Dec. 31 was assigned.
  • Abraham Lopez Eugenio, of Bolingbrook, is accused of improper lane usage, DUI, and was arrested at 4:37 a.m. Nov. 15, at Cherry Lane and Bar Harbor Terrace. Police had seen a 2005 red Toyota, driven by Lopez Eugenio, crossing over the center line of the roadway with its tires into oncoming traffic. The officer stopped the vehicle and spoke with the Eugenio, seeing an empty bottle of alcohol next to Lopez Eugenio. A court date of Dec. 24 was assigned.
  • Young A. Yoo, of Northbrook, is accused of improper lane usage, DUI, DUI with a BAC of .08 or more, and was arrested at 11:41 p.m. Nov. 20, at Pfingsten and Techny roads. A court date of Dec. 11 was assigned.

RETAIL THEFT

  • Agata Lukaszczyk, of Glenview, is accused of retail theft, and was arrested at 8:01 a.m. Nov. 14. Police said Lukaszcyk walked in to a retail store on Sept. 24 and concealed $182.87 worth of items into her backpack, fleeing the store without paying. On Nov. 14, a police officer recognized her while she was driving in Northbrook, stopped her and took her into custody for the September incident. A court date of Dec. 31 was assigned.
  • Nsheika A. Ruffin, of Chicago, is accused of retail theft, and was arrested at 8:26 p.m. Nov. 20, in the 1000 block of Willow Road. Police said Ruffin had walked into a hardware store on Oct. 30 and stole $308 worth of propane heaters. Ruffin fled the area in a silver vehicle. On Nov. 20, Ruffin was taken into custody on an active arrest warrant for felony retail theft. A court date of Nov. 21 was assigned.
  • Jerry M. Pearson, of Aurora, is accused of retail theft, and was arrested at 10:01 p.m. Nov. 20, in the 800 block of Willow Road. Police said on May 4, Pearson walked into a retail store and placed several items for purchase into a shopping cart. He then reportedly walked to the return counter and fraudulently returned the items without ever paying for them. Pearson was given $164.97. Pearson also stole a table for sale as he walked out of the store. The table was worth $499.99. After a thorough investigation, Pearson was identified, and a felony retail theft arrest warrant was issued. A court date of Nov. 21 was assigned.

CRIMINAL DAMAGE TO PROPERTY

Ryan G. Senft, of Downers Grove, is accused of criminal damage to property, and was arrested at 7:19 p.m. Nov. 14, in the 1200 block of Shermer Road. Police said Senft had walked into an office building and urinated over the walls in the hallway. The management of the building indicated that due to the amount of urine over the walls, they would have to replace the drywall. A court date of Jan. 5 was assigned.

A Cedar Court resident reported at 10:35 a.m. Nov. 14, that someone had used his company's name to fraudulently purchase construction materials in the amount of $10,403.73. The complainant found out when a collection agency notified him of the money owed.

THEFT/CREDIT CARD FRAUD

A Revere Drive resident reported at 2:50 p.m. Nov. 14, receiving alerts on her phone that someone tried using her Capitol One credit card at a store for $2,377.97. Her Chase card was also fraudulently used at that same store. While she was checking on how someone obtained her credit cards, her Discover card was used at another store for $461.13. She finally learned that her credit cards were stolen out of her purse earlier in the day without her knowledge and the offender was attempting the fraudulent purchases in stores in the adjacent suburb.

THEFT

A citizen reported at 3:03 p.m. Nov. 15, that he had placed a $60 weightlifting belt on the flor of his fitness facility in the 4100 block of Dundee Road while he was on the stair master machine. When he was done, he noticed someone had stolen his belt when he wasn't looking.

FRAUD

A Skokie Boulevard resident reported at 12:54 p.m. Nov. 19, that someone had used her SNAP card number to make unauthorized purchases in Detroit. It is unknown how the person obtained the complainant's SNAP number, since the physical card was still in her possession.
