Cedar Falls Woman Allegedly Offered Officer Sex Act For $40 in Waterloo Prostitution Sting

She was arrested along with eight others on Friday.


A Cedar Falls woman, charged with prostitution after a Waterloo police sting operation last week, allegedly offered to perform a sex act for an undercover police officer in exchange for $40.

The woman, Jacqueline Ann Gildard, 45, was arrested along with eight others in downtown Waterloo Friday night.

According to police reports, the arrests were made between 4 p.m. and 10 p.m. on July 8 and centered around the 300 and 400 blocks of Commercial Street in downtown Waterloo.

The reports document how undercover female officers were allegedly offered money for sex acts throughout the night. In other cases, women allegedly approached undercover male officers and asked for money in exchange for sex acts.

Waterloo police captain Tim Pillack said officers received training on how to avoid causing entrapment during such stings.

"The way we conduct our operation, it is not entrapment," he said. "We just make sure we’re not the ones that are bringing up the transaction."

During the sting, four men allegedly told undercover female officers they would pay them $40 for sex, one allegedly offered $35 for sex and one allegedly offered $20 for oral sex.

Other times, women allegedly approached officers and offered to perform sex acts in exchange for money. Besides Gildard, one woman allegedly offered an officer sex and oral sex for $40 and one allegedly offered oral sex for between $50 and $60.

The names of the nine who were arrested .

Pillack said Waterloo police do not conduct such stings as matter of routine. In this case, he said a complaint had been made, and after investigating police decided to conduct the operation.

"We’ll see if what we did Friday makes a difference," he said.
