Andrew William Schmidt, 21, male, of Dubuque, arrested at 2:50 a.m. at the 500 block of Main Street, charged with operating while intoxicated/drugged first-degree.

Cody Lee Lang, 18, male, of Parkersburg, arrested at 7:12 p.m. at 525 Brandilynn Blvd., charged with fifth-degree theft.
