Jessica Lynn Phelan, 26, female, of 2514 Garden Ave., arrested at 10:52 p.m. at Black Hawk Village and University Avenue, charged with operating while intoxicated/drugged.

Amy Marie Hendrickson-Axinte, 47, female, of 1415 Hawthorne Drive, arrested at 8:56 p.m. at 5911-400 University Ave., charged with consumption in public/intoxication and driving while license revoked.

Nicholas Lee Wittmaack, 18, male, of 2001 Campus St., Dancer Hall, arrested at 9:01 p.m. at 525 Brandilynn Blvd., charged with fifth-degree theft.
