Michael Francis Higgins, 19, male, of Lombard, Ill., arrested at 6:35 p.m. at the 800 block of West 21st Street, charged with possession of marijuana.

Juaacklynn Loreal McGee, 28, female, of Waterloo, arrested at 8 p.m. at 525 Brandilynn Blvd., charged with third degree theft.

Brandon James Pelley, 33, male, of Waterloo, arrested at 2:38 a.m. at Highway 218 and Highway 58, charged with operating while intoxicated/drugged first degree.
