Steven Thomas Zilmer, 37, male, of Waterloo, arrested at 10 a.m. at the Cedar Falls Police Station, charged with making a false report to law enforcement.

Kerrie Lee Moore, 34, female, of Waterloo, arrested at 12:20 p.m. at the Cedar Falls Police Station, charged with third-degree theft.

Ashley Marie Cummings, 19, female, of Waterloo, arrested at 3:35 p.m. at 525 Brandilynn Blvd., charged with fifth-degree theft.
