Nikolas Lee Fleming, 21, male, of Independence, arrested at 12:10 a.m. at 25th Street and College Street, charged with operating while intoxicated/drugged first.

Matthew Thomas Baldwin, 23, male, of 1632-2 Waterloo Road, arrested at 2:35 a.m. at 18th Street and Main Street, charged with operating while intoxicated/drugged first.

April 26:

Amy Lee Lichty, 22, female, of Waterloo, arrested at 1:56 a.m. at South Main Street and Orchard Drive, charged with operating while intoxicated/drugged first.

April 27:

James Darrel Tatman III, 21, male, of Graettinger, arrested at 12:48 a.m. at 2223 College Street, charged with consumption in public/intox, interference/no injury and disorderly conduct.
