Patrick Bernard Jackson, 39, male, of Waterloo, arrested at 2:26 a.m. at the 100 block of E. 10th St., charged with habitual offender/barred, driving with license suspended/simple misdemeanor, providing false ID information, failure to appear and probation violation.
Justin John Payne, 22, male, of Waterloo, arrested at 2:34 a.m. at 821-1 State St., charged with consumption in public/intoxication.
