Candis Hill has adorned the walls of her Hawkeye Court apartment in soft, pastel-colored paintings, photos of smiling family members and tiny flowers that seem to sprout from the corners of the room.
Charming as they may be, such frills can’t possibly hide the industrial-looking cinder blocks used to construct the complex more than four decades ago. Nor could any rug cover the aging linoleum flooring.
“It’s not like luxury or anything like that, but I’ve made it home over the past few years,” said Hill, a doctoral candidate at the University of Iowa, who has paid less than $500 per month for the two-bedroom apartment she’s lived in for the past five years.
