Seiter told police that he had had several drinks and was on his way home from "Old Capitol." Seiter was allegedly too intoxicated to explain his presence at the apartment complex or why he was wearing a yellow traffic vest. A search of Seiter's person revealed a small amount of marijuana.

Seiter was charged with public intoxication and possession of drug paraphernalia, both minor misdemeanors, and was booked into the Johnson County Jail. He was released from incarceration at about 9:00 a.m. this morning, according to online jail records.
