The road could allow for development of vacant land between the mall and Lowe's, which a Jordan Creek official fears would include restaurants and retail that could pose a threat to mall tenants.
“There are opportunities to put nice sit-down restaurants in there and other projects that would have a direct impact on our property,” General Manager Randy Tennison told city officials, acording to a Des Moines Register report. “That’s going to have a detrimental impact to my retailers and my restaurants.”

As of now, the road is proposed to accomodate a hotel, according to the report.
Here's more from the Register report:
West Des Moines city officials say the developer of Jordan Creek Town Center, General Growth Properties, must approve a new access road along South Jordan Creek Parkway before the city accommodates a four-story hotel on the eastern side of Jordan Creek Town Center.
The western connection would pass through Hurd Real Estate’s property where a Dick’s Sporting Goods is being built. Hurd Real Estate has agreed to pay in full for the street, which would access many acres of undeveloped land between Lowe’s and the mall.
