Applications For Baltimore’s Guaranteed Income Pilot Program Open Soon
Eligible residents in Baltimore will receive direct, recurring cash payments with no strings attached and no work requirements.
BALTIMORE, MD — Applications will go live on May 2 for Baltimore’s Guaranteed Income Pilot Program, Mayor Brandon Scott announced during this week's State of the City address.
"Research shows that guaranteed income projects have resulted in lower poverty, higher earnings and savings," he said during his address. "Guaranteed income has proven to be a key tool in improving economic mobility and advancing racial and gender equity."
Meanwhile, some critics call the guaranteed income program an irresponsible handout.

Under the program, eligible residents will receive direct, recurring cash payments with no strings attached and no work requirements. Scott said it is meant to supplement, not replace, existing forms of food, housing and medical assistance.
On the national front, a 2020 Pew Research Center Survey found that most U.S. adults (54%) oppose the federal government providing a guaranteed income. Forty-five percent support it.

Mayor Scott said the city will partner with the CASH Campaign of Maryland to administer the pilot program. During his address, he said the nonprofit "brings a wealth of experience in benefits counseling and wrap-around services."
Baltimore is one of more than 15 cities across the country conducting guaranteed income pilots, and at least another 30 mayors have stated support for guaranteed income policies. What the program will look like in the city and just who will qualify still isn't exactly clear.
Participants in the other pilot programs to date span low-income families, single parents, residents returning home from prison and artists.
In these programs, Baltimore city officials said payments are typically made monthly to fewer than 200 participants and range from $300-$1,000 a month.
