Enterprise Community Development Celebrates Groundbreaking of 205 Affordable Apartments in Columbia, MD

Enterprise's new developments to provide energy-efficient, mixed-income housing in Howard County

Enterprise Community Development was joined by City and State leaders today to celebrate the groundbreakings of Legacy at Cedar Lane I/II and The Vision at Parkway, two modern, new affordable housing communities in Columbia, Maryland. Formerly known as Waverly Winds and Ranleagh Court, the redeveloped communities will deliver 205 high-quality, energy-efficient apartment homes to Howard County. These modern, mixed-income developments mark a major milestone in Enterprise’s mission to preserve and expand affordable housing by replacing outdated 1960s-era buildings with vibrant, sustainable communities.

“Today marks the next chapter of our redevelopment efforts in Columbia, the birthplace of Enterprise and the community where James Rouse’s visionary commitment to diversity and inclusion took root,” said Janine Lind, president of Enterprise Community Development. “Legacy at Cedar Lane and The Vision at Parkway represent the kind of thoughtful, forward-looking development needed to ensure every resident has access to a safe, stable, and affordable home.”

These projects underscore the critical role of federal support in making ambitious, community-focused redevelopment possible. Through the Congressionally Directed Spending and Community Project Funding processes, Maryland’s congressional delegation has remained deeply committed to securing vital investments that expand access to safe, affordable housing. Their ongoing leadership continues to be instrumental in bringing resources home to communities like Columbia.

“Increasing access to quality, affordable housing is essential to growing economic security and opportunity in our communities. These new homes will both provide Marylanders with an updated, affordable place to live and bring new life to this community, which is why I worked to secure a direct $850,000 investment to support this project,” said Senator Van Hollen.

Legacy at Cedar Lane I/II and The Vision at Parkway represent a leading-edge mixed-income housing model, with one-third of units reserved for the lowest-income residents, one-third for workforce housing, and one-third offered at market rate, ensuring affordability across a broad income spectrum. The redevelopments represent the second and third phases of a multiphase redevelopment, following the success of Legacy at Twin Rivers, that will replace 300 aging apartments across a one-mile area of Columbia with approximately 600 new homes.

The Vision at Parkway will replace an aging 41-unit property with a newly constructed, four-story, elevator-served building offering 82 modern apartment homes. The community will feature one-, two-, three-, and four-bedroom units designed with contemporary layouts, in-unit washers and dryers, and modern finishes. Residents will enjoy a robust suite of amenities, including a clubroom, after-school homework space, business center, fitness center, and outdoor features such as a playground, dog park, and landscaped plaza. Built to Enterprise Green Communities standards, the development incorporates energy-efficient HVAC systems, Energy Star appliances, and a rooftop solar array. All units will be visitable, with 5% meeting UFAS compliance standards to enhance accessibility.

The $47.88 million redevelopment of The Vision at Parkway is backed by a combination of public and private financing, including tax credit equity syndicated by Enterprise’s housing credit investments business, loans from JPMorgan Chase and M&T Realty Capital Corporation, and funding from the Maryland Community Development Administration, Howard County, the Department of Housing and Urban Development (HUD), and federal Community Project Funding secured by Senators Van Hollen and Cardin. The project also benefits from long-term rental assistance for 29 units.

Legacy at Cedar Lane I/II will transform a 62-unit development into a 123-unit community across two new four-story buildings. Designed with the same emphasis on quality and sustainability, the apartments will include one- to four-bedroom layouts with modern finishes. Amenities will feature a resident lounge, business center with co-working space, fitness center, outdoor patio, and playground. This project is structured as a twin 4% and 9% LIHTC transaction, with equity again syndicated by Enterprise Housing Credit Investments.

The $64.15 million redevelopment of Legacy at Cedar Lane I/II is similarly supported by tax credit equity, construction, and permanent financing from Bank of America and Bellwether Enterprise, and public funds from the Maryland Community Development Administration, Howard County, and HUD. A land swap agreement with Columbia Association further enabled the project, helping integrate the new community into the broader Columbia landscape.

Together, Legacy at Cedar Lane I/II and The Vision at Parkway will more than double the number of homes previously offered on these sites, delivering 205 new apartment homes in a high-opportunity area known for its strong schools, job access, healthcare, and parks. The redevelopments will provide long-term affordability for current residents while creating inclusive, sustainable, and accessible communities for the future. Both properties will have 100% visitable units and 5% built to UFAS standards, ensuring greater mobility for residents of all abilities.

“Through the Legacy at Cedar Lane and The Vision at Parkway, we are writing Columbia’s next chapter and advancing our vision for housing affordability and welcoming neighborhoods,” said Howard County Executive Calvin Ball. “By leveraging our Housing Opportunities Trust Fund and dedicated housing funds, Howard County has invested approximately $14 million to support Enterprise’s redevelopment of these two properties. Together, they will deliver more than 200 mixed-income homes for Howard County families, reflecting our ongoing commitment to a more vibrant and welcoming Howard County for all.”

The properties were previously owned by Community Homes Housing, Inc. (CHHI), a Howard County-based nonprofit that contributed $14 million through favorable seller financing and additional funding via its affordable housing fund. In partnership with Enterprise, CHHI helped shape a shared vision for transforming these sites into thriving, mixed-income communities rooted in equity, access, and long-term sustainability.

The project team for both properties includes Moseley Architects and Harkins Builders, Inc., and both developments will be managed by Enterprise Residential, LLC, ensuring high-quality property management and resident services.
