With more than 25 years of industry experience, Gilligan stands out as a distinguished leader in title insurance and commercial real estate. At Stewart Title, he oversees operations and sales teams across Baltimore and D.C., ensuring stringent compliance, adherence to policy, and the attainment of critical timeline objectives. Gilligan serves as a liaison among various stakeholders, facilitating seamless transactions and preserving the company's high standards of performance.

Before joining Stewart Title, Gilligan held leadership positions at Craftsman Developers, LLC, Commercial Settlement Services, LLC, Brinker Capital, and MBNA America. In these roles, he demonstrated strategic and business development prowess, consistently achieving record-setting sales, market share growth, and retention rates.

A dedicated civic leader, Gilligan serves as a board member of the Downtown Partnership of Baltimore and Baltimore School for The Arts. He is a past board member for The Baltimore Station, Maryland Building Industry Association, National Association of Industrial Office Properties, Live Baltimore, and Urban Land Institute. Additionally, he has chaired numerous initiatives and events for organizations like the United Way, Baltimore Homeless Services, NAIOP’s Bi-Annual Awards, and ULI’s Wavemaker Awards.

Gilligan holds title insurance licenses in Maryland, Delaware, and Washington, D.C., and earned a Bachelor of Arts in Political Science from Mount St. Mary's University.
