Decker's Wine and Spirits Eligible for Liquor License

An appeal to the liquor control board on behalf of Decker's Wine and Spirits' licensees was withdrawn last week.

 

Six months after the previous liquor license holders were found guilty of breaking multiple county laws, officials have opened the door for a new liquor license at in Bel Air.

The development followed the dismissal of an appeal before the Harford County Liquor Control Board last week.

In June, the board denied the business a liquor license and banned licensees Joseph Borromeo and Virgil Dale Davis from selling liquor again in Harford County.

"Neither licensee can hold any other license in the future," board administrator Kathryn Thess said in an email last summer.

Davis and Borromeo were : failing to keep complete and accurate records of alcoholic purchases, buying alcoholic beverages from someone other than a wholesaler and making any material false statement for application of a license.

for six months from the revocation of the license. Thess previously said the liquor board would not accept applications for alcoholic beverage licenses until the revocation ended on Jan. 1.

Thess said Tuesday an appeal had been filed with the liquor board preventing anyone from applying for a license to the Decker's property before it could be heard. The appeal hearing was scheduled to take place on Jan. 18.

On Jan. 13, however, the petitioner withdrew the appeal, Thess said. She added that the liquor board was prepared to move forward with the appeal process.

"I can confirm that the appeal was dismissed, that’s all I can say at this time," , attorney for the petitioner, said Wednesday.

Thess said there should be no movement inside the building until it is properly licensed by the liquor board.
