Alleged Paving Scammer Released on Bail
Tommy Edward Clack was arrested in early January but released after a bail bondsman posted the $300,000 bail.
A man accused of conducting pavement scams throughout Anne Arundel, Prince George’s and Queen Anne’s counties was released on bail early this week, The Star Democrat reports.
In January, Tommy Edward Clack, 40, was in Florida when local police arrested him. Clack was accused of telling homeowners he could pave a driveway for a low price between $400 and $4,000, only to hike up the cost to $30,000 or more.
Anne Arundel County police released search warrants for Clack in May after they identified him as a suspect in local pavement scams. One of them included an Edgewater couple who claimed Clack over-charged them in April 2011 by more than $60,000—they didn't pay—to pave their driveway. The 40-year-old was also wanted in South Carolina.

After police arrested Clack in early January of this year, he was charged with attempted theft, misrepresentation in the course of a home improvement contract and acting as a contractor without a license, according to stardem.com, the website for The Star Democrat. But after a bail bondsman posted $300,000, Clack was released.
Stardem.com reported that police said bail for cases in Anne Arundel and Prince George’s counties was $175,000, with bail for the Queen Anne’s cases totaling $125,000.
