Plan For Historic Oella Mill Renovation Moving Ahead

Gov. Hogan announced $3 million in tax credits will be awarded to renovate the old mill into apartments, retail, and a museum.

OELLA, MD — Governor Larry Hogan announced earlier this week that the Maryland Historical Trust has awarded money from tax credits to six projects, including at a historic mill in Oella.

Plans to turn the historic Wilkins Rogers Mill into a mixed-use property would cost around $35 million; $3 million would come from the tax credits.

The Wilkins Rogers Mill sits on the site of the historic Ellicott Brothers' Grist Mill on the banks of the Patapsco River in Oella, next to Ellicott City and close to Catonsville.

Plans are to turn the mill into "a mixed-use property with residential apartments and amenities, retail spaces, a restaurant, and a small museum highlighting the history of the site and the importance of flour production in the surrounding region," according to a news release from Hogan's office.

Terra Nova Ventures LLC, a developer, purchased the mill after the operation closed last year, according to The Baltimore Sun. The existing building was built in the early 1900s, the Sun reported.
