Teen Sexually Abused By Ellicott City Boy Scout Leader: Police

A Boy Scout leader has been charged in the sexual abuse of a teen who was not in his troop. Any other victims are asked to contact HCPD.

ELLICOTT CITY, MD — A Boy Scout leader from Ellicott City has been charged in connection to the sexual abuse of a teen.

James Alan Soltysiak, 56, has been arrested and is being held without bond at the Howard County Detention Center on charges of second-degree rape, sexual abuse of a minor and second-degree assault.

Soltysiak has been a Boy Scout leader at Our Lady of Perpetual Help in Ellicott City for the past five years. However, Howard County Police say the abuse was unrelated to his position with Boy Scouts. The victim said the abuse started in May and the person told a trusted adult what had been happening in mid-October. That adult contacted police and detectives began investigating.

Although police do not believe there are additional victims, due to his interactions with minors stemming from his role as a Boy Scout leader, police ask that anyone with additional information or who may have been a victim of Soltysiak to contact them at 410-313-STOP.
