"Chief Johnson is a tremendous leader and this award is an reflection of the commitment that he has made to maintaining strong connections with our Baltimore County communities as well as his dedication to fostering opportunities for minority members of our outstanding police force," Kamenetz said in the news release.

The chief was selected, says Patricia Cooke-Ferguson, "because of his open door policy and because he reached out to the African-American community. He also demonstrated leadership qualities for all people."
