TAKOMA PARK, MD — Two alleged heroin dealers were arrested during a traffic stop in Takoma Park Thursday, police said. Kenneth Kpakima, 42, of Silver Spring, and Michelle Cardelfe, 32, of Haymarket, Va. were stopped in the 8200 block of Houston Court by police Thursday. Officers soon discovered that warrants were issued for both Kpakima and Cardelfe for their arrests for possession of ammunition by a prohibited person and possession with the intent to heroin, police said. Kpakima was transported to a local hospital by request, while Cardelfe was transported to the Montgomery County Central Processing Unit pending extradition to Virginia.
