The Arc Baltimore Presents Public Service Award to State Senator Cory McCray

Recognition Honors Work Advancing Rights of People with Developmental Disabilities

Maryland State Senator Cory McCray (District 45, Baltimore City) is the recipient of The Arc Baltimore’s 2025 Public Service Award.

Presented during The Arc Baltimore’s recent Catalyst for Change Awards Ceremony, the Public Service Award recognizes individuals that advance The Arc’s mission by increasing public awareness and advancing the rights and quality of life for people with developmental disabilities.

As Chair of the Senate’s Health & Human Services Subcommittee and a member of the Senate Budget & Taxation Committee, Senator McCray has played an instrumental role in shaping Maryland’s $60 billion budget, particularly the $2.7 billion for intellectual and developmental disabilities services through the Developmental Disabilities Administration.

During the previous legislative session, Senator McCray was a critical leader in collaborating with community partners to restore most of the unprecedented budget cuts that would have decimated disability services.

“Senator McCray is dedicated to uplifting and advancing equity for Baltimore,” says Kathleen McNally Durkin, The Arc Baltimore’s Chief Executive Officer. “Beyond his work on the state’s budget, he values constituent outreach to understand his community’s needs. This led him to visit our key programs, Project SEARCH at the University of Maryland, Baltimore and our Day Services location in Homeland.”

Kicking off The Arc Baltimore’s yearlong 75th anniversary celebration, The Catalyst for Change Awards allowed The Arc to recognize those individuals who have gone that extra mile in their commitment and service to the organization and those people with developmental disabilities who are recipients of The Arc’s programs and services.

The awards ceremony was preceded by The Arc Baltimore’s Annual Meeting, which included election of the 2025-26 Board officers and directors. Emceeing the evening’s festivities was former WMAR-TV 2 news anchor Jamie Costello, who with his wife Cheryl produce, shoot, write, and edit compelling video narratives through their company, CosTELLo YOUR STORY.

Since 1949, The Arc Baltimore has been supporting people with developmental disabilities to lead fulfilling lives with a sense of belonging, purpose, and meaningful relationships. With more than 800 full- and part-time employees, The Arc Baltimore provides employment training and support, day and residential services, family support and education, treatment foster care, assistive technology services, respite care, and public policy advocacy.
