Charles Village Pub Won't Face Liquor Board

Charles Village Pub won't face disciplinary action from the Baltimore County Liquor Board after shots were fired outside the location in December.

Francis Minsung Kang, 26, of the unit block of Brook Farm Court in Cockeysville was charged with attempted first-degree murder, first-degree assault and use of a handgun in committing a felony after he allegedly fired five shots into a crowd outside the Towson restaurant on Dec. 16 during a dispute. Police said one man was treated for a minor gunshot wound after he was struck in the hand.

Kang, a Cockeysville resident, was indicted of the charges on Tuesday, according to electronic court records. A trial date has not yet been set.

After a more than month long investigation, Baltimore County police determined that the management of Charles Village Pub, at 19 W. Pennsylvania Avenue,  acted appropriately in connection with the incident and bore no responsibility, said Elise Armacost, a police spokeswoman. She said the restaurant does not face the loss of its liquor license.

In a similar incident, Recher Theatre was summoned before the board to defend its liquor license after a violent melee outside the venue in September.

County Executive Kevin Kamenetz publicly admonished Recher Theatre's operators following the fights.

After a police investigation, a lawyer for the Baltimore County Liquor Board and Recher's management came to a written agreement that the venue was not at fault for the incident.
