Streets in downtown Towson were shut down one February morning as police responded to an apparent bomb scare outside the historic courthouse.

A maintenance worker spotted a toilet covered in news clippings and electronic devices attached to it. Duane Davis of Baltimore was He admitted leaving the toilet there as an act of protest, and was charged with intentionally leaving a fake destructive device. He was ultimately acquitted of the felony charges in court.
