Carroll County Announces Reorganization of Citizen Services
The Department of Citizen Services reorganized its leadership team.

Westminster, MD - The Department of Citizen Services has strategically re-aligned their leadership team by moving to a one Director and two Bureau Chief structure to ensure quality of service.
The Board of County Commissioners is pleased to announce the hiring of Ms. Celene Steckel, as the new Bureau Chief of Aging and Disabilities. She will assume this role on July 14, 2016.

Ms. Steckel has worked in the Aging & Disabilities field for over 20 years including 17 years in the public sector. Ms. Steckel has had the opportunity to work for Pennsylvania State Government’s Office of Mental Health & Substance Abuse Services as well as for 2 local governments in Maryland; Howard County’s Office on Aging and Carroll County’s Bureau of Aging & Disabilities. Ms. Steckel has a strong management background which was further developed in her most recent position with Carroll County as the Health Benefits and Compensation Manager.
Ms. Steckel, her husband Andrew and their son Tate have resided in Westminster since 2006.

The Board of County Commissioners is also happy to announce the promotion of Ms. Danielle Yates, as the Bureau Chief of Housing.
Ms. Yates has been with Carroll County since January 2012, where she began her career as a Grants Analyst for Emergency Management. In May of 2012, Danielle transitioned to the Bureau of Aging and Disabilities as the Fiscal Supervisor. When duties expanded to include those of Housing Fiscal Manager, Danielle became the Fiscal Supervisor for Citizen Services in January 2014. She has also carried oversight for the Senior Inclusion Program since 2013. Danielle most recently served as the Acting Deputy Director of Citizen Services and has gained extensive experience in managing programs and operations.
Ms. Yates lives in Sykesville with her husband and four daughters.
