This spring three Westminster Common Council seats are up for election on May 9, 2023. Westminster council members serve four-year terms. The seats are currently held by council members Kevin E. Dayhoff, Ann Gilbert, and Gregory Pecoraro.

For this election in Westminster, four candidates have filed for the non-partisan election. All three of the incumbents, Kevin E. Dayhoff, Ann Gilbert, and Gregory Pecoraro, would like to be re-elected. One challenger, Scott Willens, has filed.
On Wednesday, April 26, 2023, all four candidates participated in a forum hosted by the Community Media Center as a public service to the residents of Carroll County. Several Carroll County municipalities, including Hampstead, Manchester, Mount Airy, New Windsor, Sykesville, Taneytown and Westminster will all hold elections in May.
The Westminster election will take place on May 9, 2023 from 7 a.m. to 8 p.m. Residents who live on the west side of Route 31, will vote at the Westminster Community Building at the Westminster Municipal Pool, 325 Royer Road.
Residents who live on the east side of Route 31, will vote at the Westminster Volunteer Fire Department, 28 John St., in Westminster.
According to an article written in the Carroll County Times on April 7, 2023 by Thomas Goodwin Smith, βWestminsterβs five Common Council members vote on ordinances, bids, and zoning decisions, council member Tony Chiavacci said. Chiavacciβs seat is not up for election this year.
βThe mayor holds an important position as city executive and as an influential person, he said, and the council benefits from having a good relationship with Mayor Mona Beckerβ¦
βWestminster has 13,134 active, inactive and pending voters according to Carroll County Board of Elections Director Katherine Berry. Chiavacci said just over 10% of registered voters typically turn out for Common Council elections.
βBeing a member of the Westminster Common Council pays $2,400 per year, Chiavacci said, and the position is considered nonpartisan.
ββWe want the best people and donβt care what party theyβre in,β Chiavacci said.β
