Andover Town Manager Releases Proposed Budget

Town Manager Andrew Flanagan has released the recommended budget for Fiscal Year 2026.

ANDOVER, MA — On Friday, February 7, Town Manager Andrew Flanagan released the recommended budget for Fiscal Year 2026. The proposal totals $253,311,566, representing a $7,104,263, or 2.95 percent increase over the current fiscal year. The submission of the Town Manager’s proposed budget marks the culmination of a collaborative, multi-month process during which all departments provided input on anticipated personnel and operating expenses in the coming fiscal year.

The budget recommendation seeks to balance fiscal responsibility and a continued commitment to excellent services across all Town departments. “Maintaining a broad span of services to the ever-changing composition of the community remains critical to the health, safety and quality of life of Andover residents. Whether it be core services such as public safety, public works and infrastructure maintenance, or services that promote quality of life, like those delivered by the Community Services divisions, the Town maintains high expectations that ensure that we continue to provide exceptional services to the community" wrote Flanagan in his transmittal letter to Select Board and Finance Committee members.

The budget will be thoroughly reviewed at public meetings throughout the months ahead, including a joint meeting of the Finance Committee and Select Board on Saturday, March 8.
