Average Andover Tax Bill To Increase $459

Residential home values increased nearly 9 percent in Andover from 2020 to 2021, while residential taxes will increase about 4.3 percent.

ANDOVER, MA — The average single-family home tax bill in Andover will increase by about $459 in 2022 after the Select Board voted to set the tax classification Monday.

The Board selected a 171 percent shift, meaning commercial and industrial taxpayers will pay 171 percent of what they would if there was a single tax rate for all classes of taxpayers. Residential taxpayers will pay 85.1 percent of that uniform rate.

The residential mill rate will be $14.6 per $1,000 assessed value, while the commercial rate will be $29.29.

The average single-family home bill will be $11,088, up $459 from last year. The average single-family home rose in value over $64,000 from Jan. 1 2020 to Jan. 1 2021, to $759,465.

Town officials said the 171 shift comes closest to equal increases for commercial and residential taxpayers. Residential rates rise about 4.3 percent. Commercial rates rise 8.78 percent on average but are only up about 4.4 percent if a set of low-value commercial properties the town lost are discounted, according to the presentation given to the Select Board.

The industrial tax rate increased over 12 percent. An equal change for industrial and commercial payers was impossible, as the town's industrial properties increased in value while commercial properties decreased in value.
