Recent heatwaves have reportedly resulted in crowds of people seeking relief at the local pond, which overwhelms lifeguard staff. Keeping out-of-towners out is meant to prevent accidents and deaths.
But it seems the decision is in conflict with a federal grant used to build the pond's bathhouse.
