The first summer event from the Friends of the Phillips Street Play Area kicks off Thursday. The play area, between Anderson and Garden Streets in Beacon hill, will host a free ice cream party from 5:30-7 p.m. The ice cream is donated by JP Licks, which has a location just around the corner on Charles. It's free, but on a first come, first served basis.
