As Nolan approached Solivera to ask for his license or permit, Nolan saw a small knotted baggy with a white powdery substance inside that he believed was cocaine. It was inside his mouth and Nolan believed Solivera was trying to secrete drugs in his mouth. That’s when Nolan ordered Solivera to open his mouth, which led to the recovery of the original baggy and a second baggy containing a substance believed to be heroin, according to police.
Solivera was arrested and charged with possession with intent to distribute Class A drugs (heroin) and Class B drugs (cocaine) plus a scooter violation and two moped violations.
