Chelmsford Police Arrest Alleged Heroin Dealer
A Lowell man was arrested after officers observed suspect making a transaction in a parking lot of the building where he worked.

Chelmsford Police arrested an alleged drug dealer selling heroin on Friday, June 19.
Police Chief James Spinney says officers arrested Porfirio Santiago, 55, of Lowell after a long-term investigation by the Chelmsford Police Department, following leads he was selling heroin in a parking lot behind his place of employment.

After observing a transaction between Santiago and a female in the parking lot the evening of June 19, police moved in to arrest the suspect.
“Heroin use has reached an unimaginable level over the last several years, and it has far-reaching consequences for communities and families,” Chief Spinney said. “I am proud of the work of our department in taking an alleged dealer off of the streets.”

Santiago is charged with: Possession with Intent to Distribute Class A - Heroin, Possession with Intent to Distribute Class C - Hydroxycodone and Resisting Arrest.
