Chelmsford has five Level 3 sex offenders who either live or work in the town, according to the state’s Sex Offender Registry Board.
The Level 3 sex offender designation is reserved for the most severe offenders. Level 3 sex offenders pose a ‘high risk’ to reoffend, according to the state. They are not wanted by police, and it is illegal to use the following information to commit a crime or engage in any discrimination or harassment against an offender.

- Harry Bonilla Jr., 45, works at 11 School St. Convicted of Indecent assault and battery on child under 14 years of age in November 2004 (4 offenses); Indecent assault and battery on a person aged 14 or older November 2004; and Rape and abuse of child in November 2004 (2 offenses).
- Brian Carbonell, 39, works at 90 Brick Kiln Road. Convicted of O/S rape in February, 2005.
- Ralph A. Carlevale, 71, lives at 4 Bellevue St. Convicted of rape of a child with force in June 1977 and rape and abuse of a child in February 1971.
- William Ormonde, 54, lives and works at 1 Oak St., #8. Convicted of aggravated rape (3 offenses) in September, 1996.
- Andrew Rochette, 50, works at 90 Brick Kiln Road. Convicted of indecent assault and battery on child under 14 years of age in May, 1987, indecent assault and battery on child under 14 years of age in October, 1987, indecent assault and battery on child under 14 years of age in July, 1997, Rape and abuse of child (2 offenses) in May, 1987, indecent assault and battery on a person aged 14 or older (2 offenses) in July, 1997 and rape and abuse of child (3 offenses) in July 1997.
