Final Charter Language Chosen, Now Voters Must Decide: Town or City?

A 7-1 vote passed the new town charter, which would set Framingham up to become a city with a mayor, if approved.

FRAMINGHAM, MA — In a 7-1 vote Monday night, Framingham's Charter Commission approved the final form of the town's Home Rule Charter, which will now go before voters.

If voters approve the new charter, Framingham will become a city, replacing its Town Meeting, Selectmen and Town Manager with an 11-member Council and Mayor. Structural changes notwithstanding, the charter stipulates that the municipality will continue to refer to itself as the "Town of Framingham."

The Charter Commission will next host nine "neighborhood educational forums" designed to explain starting in late February to explain the Charter to the voters. It will submit the Home Rule Charter to the Board of Selectman on Jan. 24.
