Senate Vote Creates Comprehensive Massachusetts Energy Plan

Massachusetts has some of the highest energy costs in the country.

BOSTON, MA - The Massachusetts Senate adopted legislation to establish a statewide comprehensive energy plan council which will help guide the state’s future energy policies this week.

An amendment to the greenhouse gas emissions bill authored by Senate Minority Leader Bruce Tarr (R-Gloucester) requires the appointment of a council to develop a comprehensive energy policy and implementation plan, council members will be appointed by the Governor.

The plan, requires regular renewal in five year increments, would identify the state’s projected energy requirements and the needs of consumers, low income residents, and employer, and municipalities.

“Massachusetts has some of the highest energy costs in the country. Reports show the supply cost of energy was 39 percent higher for households and 79 percent higher for industrial customers than the national average,” said Senator Tarr. “We can have an energy plan that leverages a portfolio of sources that are both cost effective and environmental sound.”

The Tarr plan establishes an energy planning council comprised of at least 15 members which includes the Secretary of Energy and Environmental Affairs, law makers, low-income residents, and appointees from environmental organizations, municipal governments, and the energy sector.

The council will develop and implement a written comprehensive energy plan based on; the projected demand for energy in the commonwealth, potential costs and benefits to the economy and environment, all available energy sources, and required changes to transmission infrastructure to meet future demands.

“Energy supply and transmission takes time to plan, develop and construct,” said Tarr. “If we want a blueprint for our energy needs for tomorrow it is imperative that we begin preparing today.”

Tarr intends that the council ensure the inclusion of energy sources that are cost effective and environmentally sound.

“First and foremost we must begin by understanding our future energy needs and then pursue proper supply options that comply with our greenhouse gas benchmarks,” said Tarr.
