City Councilor Felix Arroyo will speak tonight about his priorities for the council in the coning year tonight at the monthly meeting of the Jamaica Plain Neighborhood Council, according to a JPNC email. Arroyo was scheduled to attend the February meeting, but postponed due to his attendance at Mayor Thomas Menino's State of the City Address which happened on the same night. Aside from Arroyo's notes, here are a few other items on the agenda to consider in advance of tonight's meeting of the JPNC: <ul> <li>The JPNC will try to fill an Area C vacancy on the council. Those interested can email <a href="mailto:bday@jpnc.org" rel="nofollow" target="_blank">bday@jpnc.org</a>.</li> </ul> The JPNC will meet tonight at 7 at the First Baptist Church, 633 Centre St.
