After two deaths at this year's concert, should the festival be allowed back?

The Identity Tour music festival, an all-day event, was the to drugs, according to Mansfield Police.
Is this an event Mansfield should allow back? It is not the promoter's responsbility to ensure safe enjoyment of music, but, as Mansfield police chief Arthur O'Neil said it does bring that mindset of overuse to the Comcast Center.
While illegal drugs are said to be the cause of the two deaths, illegal drugs are found at many concerts. To be fair, underage consumption and overuse of alcohol arrests are made at almost every concert as well, but should the type of mind-altering substance used by concert goers determine whether the show can take place?
