"Health costs continue to rise and they have been a focus for Mayor Vigeant," said Nicholas Milano, executive aide to the mayor. "We also had a number of bonds come online in this budget, which results in an increase in debt service, but this was an expected increase and paid for new roads, recreation facilities, and other infrastructure improvements."

The City Council meeting, which includes the hearing, starts at 8 p.m. in the Council Chambers, 2nd floor, City Hall.
