Large Housing Project Pitched In North Andover

A multi-story housing project will come before the Planning Board this week.

NORTH ANDOVER, MA — A developer is proposing a 296-unit housing project on a North Andover property.

The application submitted to the town is from developer East Mill Housing, LLC. The project, dubbed Zero Prescott Street, includes 296 rental units in two buildings and a connected multi-story parking garage, according to documents filed with the town.

"The proposed project would replace an existing, underutilized parking garage on a 6.13 acre portion of the existing East Mill campus site at the historic Davis & Furber Machine Shop," the developer said in a letter to the town.

The project "is consistent with uses proposed for this site dating back to the Planned Development District Special Permit approved in 2007..."

The developers also say that the project will "contribute to the further development of North Andover's downtown and facilitate sustainable development goals that encourage walkable communities close to existing commercial and other uses while offering efficient use of paved areas for shared parking."

The proposal is listed as a discussion item on the Planning Board's upcoming meeting Tuesday, Dec. 2, at 7 p.m. at Town Hall.
