Royal Crest Developers Plan To Bring Proposal To Town Meeting
The Planning Board is holding hearings on a proposed zoning overlay district.
NORTH ANDOVER, MA — The North Andover Planning Board is holding hearings on the proposed redevelopment of the Royal Crest Estates, ahead of the annual town meeting in May.
A pair of zoning articles at the May 17 meeting would create a zoning overlay district, and accompanying map, for the planned 1,264-unit redevelopment.
The board held its first of several pre-town meeting hearings Jan. 15, as reported by the Eagle-Tribune. Meeting video is available from North Andover CAM here.

The proposal includes a variety of housing types and non-housing, including: 385 units of mixed-income multi-family housing, 439 units of market-rate multi-family housing, 35 units of 55+ housing, 199 townhome units and 206 student housing units, to according a program summary from a Feb. 1 meeting. There would be 97 affordable units.
An initial proposal called for 1,641 units, up from 588 currently. A second version envisioned 1,309 units.

The proposal also calls for a 102-room hotel, office space, retail and more.
